๐—•๐—ต๐˜‚๐—ฟ๐—ฏ๐—ฎ๐—ป, ๐—ฃ๐—ฎ๐—ธ๐—ถ๐˜€๐˜๐—ฎ๐—ป โ€“ The National Cyber Emergency Response Team (National CERT) of Pakistan participated in a 2-day workshop hosted by the International Centre for Migration Policy Development (ICMPD), on the โ€œInformation Sharing and Referral Mechanismโ€ series on 4โ€“5 November 2025 at the Pearl Continental Hotel, Bhurban. Organized under the ICMPD Silk Routes initiative, this workshop marked a pioneering effort to bring together key national stakeholders to enhance inter-agency coordination in preventing and responding to online fraudulent job advertisements and related cyber-enabled exploitation.
Ms. Zaheema Iqbal, Assistant Director Advisories & Communications represented National CERT during the sessions, which focused on strengthening collaboration among national institutions and fostering a coordinated response framework. Representatives from the Ministry of Overseas Pakistanis and Human Resource Development (MOPHRD), Ministry of Interior, Ministry of Information Technology and Telecommunication (MoITT), Federal Investigation Agency (FIA), Bureau of Emigration and Overseas Employment (BEOE), National Cyber Crime Investigation Agency (NCCIA), Pakistan Telecommunication Authority (PTA), and the Overseas Employment Corporation (OEC) participated in the workshop.
Key outcomes of the workshop included the development of a comprehensive draft Charge Matrix to categorize cases stemming from fraudulent job advertisements and an agreement to establish referral pathways and workflows for enhanced inter-agency coordination. Participants also agreed on next steps, including validation of the Charge Matrix as part of an inter-ministerial MoU, formulation of agency-specific SOPs, and exploration of IT-based solutions for improved case management.
This initiative reflects National CERTโ€™s continued commitment to promoting cybersecurity awareness, resilience, and institutional cooperation in Pakistan. By reinforcing collaborative mechanisms and harmonizing efforts across agencies, National CERT contributes to building a safer, more trusted, and digitally resilient ecosystem for citizens.
