A Strategic Initiative by National CERT, Pakistan
Introduction
The evolving landscape of cyber threats presents an ever-growing challenge that demands a proactive, collaborative, and forward-thinking approach to cybersecurity innovation. As digital transformation accelerates across sectors, ensuring a resilient and secure cyberspace has become imperative for national security, economic stability, and technological sovereignty. In alignment with the National Cyber Security Policy (NCSP) 2021 and the broader "Digital Pakistan" spearheaded by the Government of Pakistan, the National Cyber Emergency Response Team (National CERT), Pakistan, envisions the Cyber Innovation Ecosystem (CIE)—a pioneering initiative aimed at strengthening the country’s cybersecurity posture.
The Cyber Innovation Ecosystem (CIE) serves as a dynamic and inclusive framework designed to bridge the gap between government entities, private organizations registered under the Securities and Exchange Commission of Pakistan (SECP), academic and research institutions, and emerging technology innovators. By fostering a synergistic environment, this initiative seeks to drive cutting-edge cybersecurity solutions, enhance cyber threat intelligence sharing, and build national resilience against sophisticated cyber adversaries.
Functioning as a collaborative platform, CIE will facilitate breakthrough advancements in cybersecurity research, real-time information exchange, capacity building, and rapid incident response mechanisms. Recognizing the pivotal role of the private sector in cybersecurity innovation, the framework offers SECP-registered enterprises the opportunity to become Technology Innovation Partners with National CERT. These partnerships will enable private companies to contribute expertise, technology, and resources towards the development of state-of-the-art cybersecurity solutions, aligning with both national security objectives and global best practices.
This initiative directly supports the implementation of key strategic deliverables outlined in NCSP 2021, particularly in the areas of Public-Private Partnership (3.7), Cybersecurity Research and Development (3.8), Capacity Building (3.9), and Awareness for a National Culture of Cybersecurity (3.10). By leveraging collective intelligence, fostering a culture of innovation, and nurturing a skilled cybersecurity workforce, the Cyber Innovation Ecosystem aims to position Pakistan as a leader in cybersecurity excellence, ensuring a safe, resilient, and digitally empowered future.
Objectives of the Cyber Innovation Ecosystem
The Cyber Innovation Ecosystem (CIE) is structured to achieve the following strategic objectives:
1. Public-Private Collaboration (NCSP 3.7)
  1. Strengthen partnerships between National CERT and SECP-registered private organizations to foster a resilient national cybersecurity framework.
  2. Facilitate co-investment opportunities for research and innovation in cybersecurity technologies.
  3. Develop a structured mechanism for joint policy recommendations, ensuring private sector concerns and expertise contribute to national cybersecurity policy-making.
2. Promotion of Cybersecurity Research & Development (NCSP 3.8)
  1. Support the development of indigenous cybersecurity tools, frameworks, and best practices aligned with Pakistan’s digital infrastructure needs.
  2. Establish cybersecurity research grants and funding programs in collaboration with academia and private sector investors.
  3. Encourage collaborative research projects focused on AI-driven threat detection, encryption technologies, and critical infrastructure protection.
3. Enhancing Cyber Threat Intelligence Sharing (NCSP 3.7 & 3.8)
  1. Develop a national threat intelligence sharing mechanism to enable real-time exchange of cyber threat data between National CERT, industry stakeholders, and law enforcement agencies.
  2. Implement Automated Threat Intelligence Platforms (TIPs) for early threat detection and mitigation.
  3. Foster an intelligence-led approach to cybersecurity operations, allowing proactive countermeasures against emerging threats.
4. Capacity Building & Skill Development (NCSP 3.9)
  1. Organize nationwide training programs, bootcamps, hackathons, and cybersecurity competitions to nurture cybersecurity talent.
  2. Develop certification programs in collaboration with industry leaders to ensure professionals are equipped with up-to-date skills.
  3. Establish cybersecurity training academies offering specialized courses in penetration testing, digital forensics, and incident response.
5. Developing Cybersecurity Solutions (NCSP 3.8)
  1. Encourage private sector innovation in developing cybersecurity solutions tailored for Pakistan’s unique digital challenges.
  2. Support startups and incubators focused on cybersecurity technologies
  3. Promote the adoption of local cybersecurity solutions within government and industry ecosystems.
6. Fostering a Cybersecurity Culture & Awareness (NCSP 3.10)
  1. Launch national campaigns to promote cyber hygiene awareness among businesses and the general public.
  2. Encourage the corporate sector to integrate robust cybersecurity measures into their products and services, ensuring the protection of cyberspace by maintaining the desired level of cybersecurity.
  3. Conduct industry-specific cybersecurity awareness programs targeting financial institutions, telecom operators, and e-commerce platforms.
  4. Develop an online cybersecurity resource hub for SMEs, providing guidelines, toolkits, and best practices.
Key Components of the Cyber Innovation Ecosystem

1. Cybersecurity Innovation Hub a. R&D Facility SECP/Registrar of Firms (In case of JV, the JV must be duly registered, and the partner(s) must have local presence and necessary registrations).
b. Collaboration Partnerships with private firms, startups, and academic/ research institutions to drive innovation in cybersecurity technologies.
c. Events & Challenges Regularly hosting cybersecurity innovation challenges, hackathons, and workshops to promote cutting-edge solutions.
2. Threat Intelligence Exchange a. Intelligence Sharing A real-time cyber threat intelligence-sharing platform integrating inputs from private sector partners, industry stakeholders, and government agencies.
b. Automated Detection Deployment of automated intelligence feeds and AI-powered threat detection mechanisms for rapid identification and mitigation of cyber threats.
3. Cybersecurity Capacity Building Program a. Training & Certifications Hands-on training sessions, workshops, and certification programs aimed at upskilling Pakistan’s cybersecurity workforce.
b. Academia-Industry Linkages Establishment of structured education programs through partnerships between academic institutions and industry leaders to enhance cybersecurity expertise.
4. Cyber Resilience Framework a. Policy & Compliance Development of a structured framework tailored for private organizations, covering cybersecurity policies, compliance requirements, and regulatory best practices.
b. Risk Management Comprehensive guidelines for risk assessment, management strategies, business continuity planning, and incident response protocols.
