Executive Cybersecurity Leadership Program

Building Cyber-Resilient Leadership for a Digital Pakistan



In today’s evolving cyber landscape, leadership must go beyond compliance—it must drive resilience. This three-month Executive Cybersecurity Leadership Program is tailored for national and organizational leaders to understand the strategic importance of cybersecurity, enhance institutional readiness, and align with Pakistan’s National Cybersecurity Framework and Digital Pakistan Vision.

The program is delivered through six immersive full-day modules, conducted fortnightly, to allow participants to reflect, apply, and engage with concepts between sessions.

Program Objectives
  1. Empower executives to lead cybersecurity governance and resilience efforts.
  2. Integrate cybersecurity strategy into organizational planning and decision-making.
  3. Enhance understanding of national and international cyber policies and frameworks.
  4. Foster collaboration with regulatory and national cybersecurity stakeholders.
  5. Develop crisis management, communication, and response capability.
  6. Promote a security-aware organizational culture.

Program Structure (3-Month Program, 6 Modules)

Module 1 — National Cyber Threat Landscape & Strategic Awareness
  1. National Cybersecurity Framework & Digital Pakistan policy.
  2. Current cyber threat trends and real-world case studies.
  3. Role of National CERT and inter-agency coordination.
  4. Cyber risk as a strategic business and reputational concern.

Module 2 — Cyber Governance, Legal Obligations & Accountability
  1. Cybersecurity leadership roles and governance structures.
  2. Overview of PECA, Data Protection Bill, SBP, SECP, and PTA regulations.
  3. Policy development, compliance, and reporting requirements.
  4. Legal implications of cybersecurity breaches.

Module 3 — Cyber Risk Management, Budgeting & Decision Support
  1. Cyber risk assessment and prioritization methodologies.
  2. Integrating cyber risk into enterprise risk management.
  3. Budgeting and justifying cybersecurity investments.
  4. Developing performance metrics and reporting dashboards.

Module 4 — Technology Oversight & Emerging Threats
  1. Overview of critical infrastructure and OT systems security.
  2. Zero Trust frameworks and layered security.
  3. Cloud, IoT, and mobile device risks.
  4. Emerging threats: AI, data manipulation, and supply chain vulnerabilities.

Module 5 — Incident Response, Crisis Management & Organizational Resilience
  1. Incident Response Plan (IRP) design and implementation.
  2. Coordination with National CERT during major incidents.
  3. Crisis management and public communication strategies.
  4. Business Continuity and Disaster Recovery best practices.
  5. Tabletop simulation: Cyber attack response exercise.
Module 6 — Leading Cybersecurity Transformation
  1. Leadership mindset for cybersecurity-driven transformation.
  2. Human-centric approaches and workforce awareness programs.
  3. Integrating cybersecurity in procurement and digital initiatives.
  4. Inter-agency collaboration and continuous improvement planning.
  5. Each participant develops a Cyber Resilience Roadmap for their organization.
Program Deliverables
  1. Cyber Leadership Framework: Risk Assessments, Policy Templates, and Response Checklists.
  2. Access to case studies and real-world based exercises.
  3. Networking with national cybersecurity experts and regulators.
  4. Executive Cybersecurity Leadership Certificate from National CERT, Pakistan.
